I looked at it from literaly every angle, I think its just squiggles. have seen this a lot, just means the guy who did it wasnt literate in arabic letters.

Interesting sword nice heavy blade probably good watering on it. Nothing about it suggests 17 cen. tho. Grips pretty rough finished tip replaced on scabbard looks like. Would say dates around 1800....
