It looks Austrian or South German from end of 16thC. The smaller the axe blade typically the less old it is. The perforations are for decoration and weight reduction. The eye lash marks are for decoration and I think make it look like grapes. I don’t recognize the maker’s mark unfortunately and it’s not the customary Austrian ones.
