The floral motives, especially under the barrel look Moroccan to me, and not Balkan.

Yes, likely the pistol was made for the tourist market. This one looks like it was made around the 1960's or earlier. More and better quality work went in to making these tourist items then the later years. Sometimes they would be made with a combination of old, original parts and new made parts.
Is there a small vent hole in the barrel where it meets the powder pan ?
