Interesting club, can you give the dimensions?It appears to me to be some type of throwing club.Is that a leather strip tacked to the handle;if so it could be to provide a better grip on the thin end of the shaft for control and throwing.The fasteners(nails, etc.), could provide a clue as to the age.
These throwing clubs are still used today in some parts of Africa and their skilled practitioners are amazingly accurate.
