yes the outer prongs are a bit sharp and thin. yes maybe this is a woodworking tool then.

Quick google of wood turning chisel found many images such as attached
Tool head does not look like something I recognise, but tools are often altered for specific jobs Regards Ken |

This absolutely is a Japanese drill. These big ones were often operated with a bow or a rope.
