When you have straps out to the edge of a shield it helps the holder prevent what is called tabling. Tabling is when something strikes the edge of the shield, pivoting the shield on the axis where held, opening the holders defense. Many times this is done in hand to hand fighting with a shield or and arrow strike.

The outer straps are normal. But the usual arrangement is only the outer straps, without the central handle (as in the attachment below). I'm wondering how common the central handle is as an addition. I've never seen one on an Indian shield in real life.
