With respect, the faces look like 20th century people

The horns look Mexican

Generally the execution of the scrimshaw looks modern to me.

This is one reason I do not collect horns. I used to make them, and have enjoyed looking at other's work

It is not uncommon for people to make horns/powder horns/whatever here in the USA, for the last half century.
