Thank you, VANDOO!
It was excavated in central part of Russia in place, captured by the troops of False Dmitry II (1607).
The man on the "sword belt hanger" holds the sword in his arm, so I decided that it relates to military equipment.

Athough the pictures appear to be magnified, the comparing tape looks like a metric one. So with an opening of 30 m/m this would hardly be that of a sword hanging devixe ... although not impossible
