I'm not certain about the script except to say the design resembles decoration on some Ethiopian swords in that it has foliate scrolls etc... If it is of the same manufacture I would suspect German Solingen ... but only as a guess. Perhaps you already have a fair idea? As a wild guess something like 12th Dragoons, Napoleonic.
