Hi David,
The language in the second line is Ottoman Turkish. If we take the reference to the Bektashi order as an evidence, the origin might be either Anatolia or the Balkans. Also, I think the date is 1318 (1900/1901) rather than 1218.

I have been able to clean out the stamped maker's mark (?) and have drawn it (pic below) It is not two 'P' 's afterall.

Can anyone help ID please, thank you
