That is unusual, I would have thought the wielder's grip would be prone to slipping since there's just one crossbar.

Based on the way the head can be fitted in both...
Based on the way the head can be fitted in both the vertical and horizontal planes I would would guess that this is more of a tool than a weapon. Or at least something that could be used as a tool as...

Does anyone have a feel for the age of this item? I have seen a similar example of the form dating from the early 20th Century so that would be my best guess.
