Without going deeper into references, at the outset I would suggest this to be a hanger from French context in a lid to late 18th c. style. Looking forward to more specific observations of course.

Here in Argentina it is frequent, known as "espadin or machete" police. The rooster is also a symbol of the police forces

I actually used to own one of these in the past and thought it was French as well. Turns out that it is a South American sword 19th c. I think it was Bolivian and infantry? Police? I can't recall and it's been many years. I wish I could provide the reference, but it took me forever to track it down originally and I can't seem to find the link that took me there back in the day. Sorry :o
