Is this forum closed to new members?

A lady with a sword I didn't recognize asked for help. I sent her here. She tried to sign up but could not, seemed to her that the forum was closed to new members. Pls tell me if that is true so I won't send people here. If they can sign up, can I get a link to give them to get to that page directly?

Select Registration & Forums Rules (http://www.vikingsword.com/ethsword/rules.html). The registration process is explained there along with the rationale for many of the seemingly arcane rules on these forums.
