Question Dagger brought back from Afghanistan

An inquiry received in my e-mail:

Quote:
I am a Veteran who had a tour overseas in Afghanistan. If I may I would like to ask you and your community about my find. While in the middle of nowhere(RC East Afghanistan) I purchased a unrecognizable unique dagger with engraving due to a sticky tar like substance. Now that I am a civilian again I had time to have to blade cleaned. My question for ... the community is any help with the translation of both sides and any information if known.
