Unknown Item For Identification?

Hi,
My name is Red and I have just joined the forum. Thanks for letting me be a part of it. I got this item from my Dad many years ago and was wandering if I get could some info on it. It does appear to be old but could also be a reproduction. Any help would be greatly appreciated.
