Default Batak kalasan

Here's a pretty cool kalasan. 23 1/2" blade. Any concensus on the significance of the carvings at the base of the blade and their similarity to the Bismallah on Acheh rencong and the ricikan on keris?

At first I thought the handle was wooden on account of the colour but it's actually horn.
