Nothing based on any knowlege of it, but parade or decorative? It does not look very strong.

Almost looks like that blade should be swinging, doesn't it? I'm thinking it's a decoration.

JUST GUESSING BUT IT LOOKS LIKE A ITEM USED IN PROCESSIONS AND FESTIVALS. NOTE THE METAL RINGS WHICH WOULD MAKE NOISE WHEN SHAKEN. IF IT IS A LOCALLY MADE ITEM FOR PARADES IT WILL BE PART OF THE COUSTUME OR REGALIA USED AND NOT A WEAPON SO IT NEED NOT BE STRONG OR HAVE A SHARP EDGE.
THE MAKER DOES NOT SHOW MUCH SKILL BUT DOES GO TO SOME TROUBLE TO PIERCE THE BLADE AND DECORATE IT, PERHAPS THE DECORATION IS SYMBOLIC. INDIA WOULD BE A GOOD GUESS AS TO ORIGIN.
