Default Unknown heads

Anyone know who these are and what their purpose is ?
Approx 28cm wide and made of a dense plaster.
German or Eastern European ?

An image search will probably reveal that this is an incomplete rendition of the 7 deadly sins as a pipe rack.

Yes,it's a pipe rack around 1900.From Germany or Austria....

Exactly that. Here are a couple of examples, one showing how these racks held the pipes.
