Default Binagong for comment

I found this Binagong at an estate sale several years ago. It is very solid and in good shape. It has 'ILOILO-Central part of P.I.' written in ink on the leather band, but no dates. Any opinions on the age of this item? Does the writing mean that it might have been collected by a museum? What is the best/safest way to clean out the dust/crud in the engraving on the hilt? As always, thanks for any help.

No damage or loss? It seems to be in excellent condition and well cared for.
Must have been collected early in its life.
