Default PM from a new member ... a safe one ?

It might be a normal situation, but i wonder
Just received a PM from a member registered today, under name GOLSILV, saying hello and invinting to visit his website ... which link i preferred not to open, so far
I just thaught that, if a new member wants to salute existing members by using this method, he will have to send dozens of PM's.
Why doesn't he use the simpler way of saluting everybody via the current Forum ?
Would it be that he is not used to these things, or is it foul play ?
Also surprising is that his public profile is already available, instead of the recent "quarantine" status new members have been subject to ... this correct ?
Could the staff check this out ?
If this was all of good intent, i will gladly apologize to GOLSILV.

It takes some clever programming to get around the five-address limit (I somehow doubt anyone sat and sent out spam to 5 members at a time). If only these people used their skills for something useful.
