For the stamp, these kind of stamps are from the the very end of the 19th and early 20th, 1920ties.
The human face from the end of 19th is Napoleon III, for your stamp maybe Raymond Poincare...
Do you have a silver proof stamp on the sheat?

Yes, the ram mark for 800 silver is on all fittings, hilt and scabbard. I believe the ram mark was used after 1925.

And the guy on the blade certainly looks like Raymond Poincare. But why would his face be on a Moroccan knife blade?
