Hi,

Elberfeld is indeed Germany.
The name may be W&G VOGEL.
Vogel is not uncomman as a family name in Germany.

You are right
I've done a search and a list of cutelrs marks has 'W&G VOGEL ELBERFELD' as being 1899, so that seems a good start
