These AFAIK are Indonesian ; possibly Javanese in origin .
The flat part goes downward and the piece is worn at the small of the back . As for the decoration ; it would not be outside the cultural norm to beautify such an everyday item . I'll bet there are guys in America that have flames painted on their riding lawnmowers .
