Thanks to everyone that replied. I also think that this is made in Persia, as after a research online I found several examples that are clearly Persian. Also Qamas are double edged (even if they have a curved blade)...

I have restored the handle since and made a video of the restoration and will post a link here soon (of course only if it is OK with the moderators of this site), after I upload it to You Tube. (The video will stay there forever so broken link will not be a problem.) I would love to know what the maker's mark says, if somebody can read it.
