we guess that it's 1310 (or 1892 Gregorian) and not 1315
I agree that it's look like a circle, but really too small to be read by Arab natives, as digit 5
SULTAN BIRATI ... the name it's not Arab, could be Perse, or even Indian ...
"Birati" it's a locality in the city of Kolkata (formerly known as Calcuttā) West Bengal, India
