Koteka or powder horn

This was listed in auction as a powder horn. I suspected it was a koteka (PNG penis gourd). Upon receipt, I still believe it is the later. Am I wrong and it is indeed some kind of powder horn?
Thoughts?

Hi Here are my examples of Phallocrypt,Penis Covers,one is woven and painted and the other one made of gourd,Sepik area,Latmul Tribe,Papua New Guinea
