another Yatagan with inscriptions, traduction please

Hello dear members,

I already post the pictures of this yatagan but now I'd like infos about the cartouches on both side of the blade,
pictures are not marvellous but I did my best,
the koftgari is a little erased in some areas...

I put too some pictures of the blade,
really thin longitudinal carvings until the tip,

For the steel quality,
I saw many yatagan blades but not with this steel structure,
''aluminum like'' ( it's steel of course ) :
seems really homogeneous /uniform
