Default Mystery Item

Hello all. I have seen these offered for sale on a couple of Web-Sites. The sellers seem to believe these are Turkish/Balkan and were used to carry flints or percussion caps for muzzle loading guns. Of course they really don't know the purpose. Nor do I. I was hoping someone on this Forum might know? Thanks, Rick.
