How to register a friend?

A friend of mine from Russia wants to register but the instructions are hopelessly convoluted and end in a message " Registration is disabled by the administrator"
I tried to help, but had the same problem.
Are we accepting new members?
Anybody can help?

Ariel,
Have him contact Lee at the 'contact us' link at the bottom of the page .
One must apply through personal email to be registered now .
Have him pick a username and password for submission .
The first few posts will be moderated before appearing .

This is in effect because of the incessent spam posts generated by the automatic sign up feature that was previously enabled .

Much less work for us Drones ...
