This appears to me to be European following French design and a dress sword of late 18th into early part of 19th century. It seems to follow neoclassic trends of that period and the ebony grips are very similar to many French swords, as is the shape in the knuckleguard. While not necessarily military it corresponds to court type swords worn by dignitaries and officials. This could be from any number of principalities or states aligned with French or Italian ties.
