I think it
needs to be "messed with". It appears to have been in a humid environment. At least a good smothering of BreakFree CLP all over [but not on the grip!!!]. I would leave the bottom portion of the scabbard alone. It shows natural wear from being banged and stepped on, and is now paper-thin. Iron this thin is very difficult to improve upon.
