Default Shipping a flintlock in Australia

I have a beloved first cousin in Australia, who also happens to love antique weapons. I want to send him an antique 19th century flintlock pistol, but he says that is not possible anymore in Australia, because it is considered a weapon, and even if it doesnt need a permit to have, you must have a certificate to prove that is antique and even then, you have to have it locked in a safe place, and not have it on dispalay!
Are there any Australian collectors with experience on this matter?
