I believe this is not a maker’s but a Russian assay mark. The second letter is an И (Cyrillic I). It looks nearly identical to the mark of assayer A. Inozemtsev of Novocherkassk , but he was, apparently at least, active between 1844-1847. There should normally be in addition a maker’s mark and perhaps a town mark. Comments from members versed in Russian hallmarks would be very welcome.
