I also would say it's a victorian copy of a swiss helbard of sempach type.1386 the swiss Landsknechts defeated rhe heavy armed habsburgian knights near Sempach and became famous for their fighting techniques.The tube with the ring instead of the langets for fixing the axe to the shaft is untypical.The coat of arms is well done but is commonly not to be find on helbarts of the 14th.century.
