Which is why there are so many Philippine artifacts in their collection...Col Webb Hayes went on one serious collecting spree, from Northern Luzon to Mindanao. Col Hayes led the successful assault on Vigan, Ilocos Sur(Norther Luzon region). His capture of Vigan awarded him the Congressional Medal of Honor.
