I know that in the western countries, any precious metal was subject to control and taxation, so it would be hard to imagine any such item in this sphere being without hallmarks. It seems other countries also had varying methods of marking such items for similar reasons. Also it seems hallmarks were usually in groupings with the marks having various representations.

Not sure what this 'mark' or stamp is, but seems to have escaped these conventions. It seems there are antiques references with such markings catalogued to varied countries. This reminds me more of a stamp placed such as with stainless steel items (not saying this is not truly silver, but perhaps an alloy beneath the allowed threshold?).
