Of course these marks in the caption shown look like two similar marks to the motif marks of circled dot that usually appear on hilts. These look like they are applied by paint or other superficial means rather than stamped or inscribed.
It would help to see what type of weapon these are on, and possibly a sentence or two with your observations and information on clues that might be associated with the weapon itself.
