The upper cartouche says:
Bandeye Shah Velayat Abbas
"Unsure of the English translation, know it refers to Shah Abbas, maybe (owned by Shah Abbas)? Will update the translation later."
I now have an update on this inscription,
ABBAS BANDEH-I SHAH -I WILAYAT
