First of all welcome to the forum

I cannot help you with the tranlation but swords with that blade shape and the naga hilt are normally attributed to Sumatra. Though it may be from elsewhere in indonesia. I sometimes see these called parang instead of pedang. The writing could be many things, makers information or date, and azimat to name a couple. There will be someone here who can read it for you, it appears arabic to me but I could be way off. I'll be home tomorrow and look through my references but do a search on here for some of the markings on piso podang and you may find some simlar. I'll add more when I can
