The date is something like 123*, which translates into 182*. This seems to be an imitation of european military swords (?). The text in the first plate is rotated 90 degrees counterclockwise from its true direction.
Concerning the provenance - I think this is not Ottoman, XIXth century borders. My guess is as good as any, but I would wait for more knowledgeble people to take on this thread.
