Hi,

I could not be sure about the date and the name of the sword maker. A better picture would help. The rest has a very common formula;

Sahib Osman (owner Osman)

Ya Muhammed, Kıl şefa'at
Ümmetindir

O Muhammed! Intercede on the day of Judgement on the behalf of him, who is one of your Ummah (community of believers).
