You're right, this Albanian attribution is rather nonsensical.

I think it probably comes from Orientalist paintings depicting Albanian warriors carrying these kinds of daggers and other weapons. Albanians served as mercenaries in the Ottoman Empire, so it is perfectly normal that they used weapons originating from various parts of the empire.

I don't think these daggers have anything to do with Persia. They are more closely related to Kurdish daggers. In my opinion, these ivory daggers were produced in eastern Anatolia, close to the Kurdish regions.
