Seems to me that there is a thickening of the blade toward the point. Am I correct?
If so, the blade is that of a Zirah Bouk and is likely to be (and looks) Indo-Persian, especially the koftgari decoration. The handle on the other hand looks typical North African, reminescent of a Shula and the decor (circles) matches. Also, the garish scabbard with bright multicolored fabrics also looks broadly speaking "Arabian".
Overall, I think it is a North African dagger made with a trade Indo-Persian blade.
