I have always thought that in general only those of status could afford these do to the material used and the workmanship required. However I don't believe there's anything to indicate their use was restricted to rulers in any social sense. The means to own or commission such a hilt probably being the limiting factor - so there's no reason to think a successful merchant, a palace official or any other wealthy individual couldn't have owned one.
