It is inscribed, but I can figure out only the date, wich should be 1238 AH - 1822 or 1823 AD.

I'm pretty sure that this is a miners/hunters/fireman/postal or similar organisation parade axe, around 1850. Fairly common in Austro Hungaric associations.

My guess would be British, judging the scabbard features, perhaps cavalry bandsman, like Kronckew already suggested. There seems to be something on the back of the hilt. Can you post a photo?
