Could be Filipino. If it is, it might be Tagalog (I have a similar piece) from Luzon, and from the time of the turn of the 20th century. The engraving under the guard looks like a form of okir....

Since this thread i've tried and tried to compare the tughra with the Ottoman Sultan tughras and am stumped. A couple of possibilities but nothing firm.

Is there anyone who can translate the bottom...

I thought I would share something I found on line: a junggayan barong with a huge Islamic cartouche on one side of the blade. Looks like it is koftgari on the blade.
