Erlikhan, the letters at the top right are A(elif) L (lam) H (he) / the top left are H (ha) - V (ve) T (tı). They are written seperately, not forming words, that's why I called them ebced letters....

I could not see any date there. Are you by any chance referring to the letter "Y/İ" ى at the top of the maker's name? If so, that's just a stylistic writing of the name ABDİ with (Y/İ)...

Turkish or rather Ottoman, the title Agha mostly denotes membership to the Ottoman military class, and the formula "amel-i ......., sahib ve malik ....." is found in ottoman made weapons.
