There are some good suggestions here for the replacement of the green fabric. It is not terribly hard if you can find the right gauge of twine. You may have to paint and lacquer it once applied.

Nice to find one with such a nicely carved hilt. Have you tried etching the blade? Some of these have spectacular pattern welded blades.

Generally when I see octagonal hilts and ferrules I think of Sulu, but I have also learned not to be to "rules" oriented when identifying a piece's origin.:)
