Put "viking axe head" into Google and you can see as many heads as you like the same shape as the Indian stamped one.
I'm not making any judgement about the origins of any head being discussed...

I would say it's a blacksmith made carpenter's / roofers hatchet with what might be a newer "adze eye" (square) style handle made to fit. Not easy to tell from the photos.

I suspect it's due to it being in exceptionally good condition after surviving in a relatively oxygen free environment, rather than heavily oxidised (therefore thinner) after being buried underground.
