I don't believe they are tourist pieces. I think they may have originally been Indian and then made their way into Persia or Afghanistan. Hopefully someone will translate the inscriptions.- bj

I've seen an axe very similar that was from the area of Prussia/Poland. My guess would be Central or Eastern Europe. As to age I would say pre percussion firearms.- bj

The guard looks American to me especially since you said it looks to have been made in a hurry and the collector it came from specialized in American weapons. Unless someone has a very similar one...

PS- I should have added that it seems a bit long for a naval boarding axe and naval axes usually had a spike to help pull away...
